The systems working together could reverse and control global warming, including restoring polar ice as required to maintain ocean levels.
They would eventually provide the worlds energy needs in the form of clean elements; Hydrogen, Oxygen, etc., which are acquired without generating pollution.
Collecting elements and recycling contaminants from ocean waters will result in both air and water being cleaned continuously. Some materials recovered will be precious and rare elements in substantial quantities. The process will create more wealth than all present business activity. It will be possible to fund any important project in medicine, science, space travel or education without straining individual incomes.
The stable ocean platform provided by an s.e.r.v. combined with it's large quantity of stored energy will enable a high energy laser to eliminate any object approaching earth such as meteorites, asteroids or missiles in trajectory.

Financial update: We are trying to determine the best way to raise a minimum of 600 billion dollars to build the first operating s.e.r.v. system. It would be foolish to start the largest marine project in history with less. When fully operational the annual income from the operations should be at least ten times that investment. The project will require the assistance and permission of the United States and other governments.
